I have etched several sheets of glass with Armour Etch with beautiful
results, as has a friend of mine who recommended the product to me. On
several ocassions  a very even surface was achieved with  just one etching
-- in all ocassions two etchings gave virtually perfect results.

No idea why the material did not etch evenly for you. Did you stir it
before applying to the surface of the glass?
