Also, though, there has been discussion of being able to re-order tabs. This would have limited value if half your tabs are off-screen, as they are in a drop-down. That's another scenario where seeing all the tabs on the screen at once is beneficial.

Small screen real estate is definitely a reason one may prefer a drop-down over a second row. Again, maybe it could be a user-preference.

Are the people who don't like the idea of tabs wrapping to a second row also bothered by bookmarks wrapping to a second row?

At least with tabs, the extra row would just be temporary, i.e. only as long as you have that many tabs open...
