I'm not sure I'd go that far. I think the person designing the UI should
be a UI design expert. But I think the people building it can be part of
the regular development team, although some of them should understand
the UI components you use.
On a current project, our product manager (who fills the customer role)
has a solid background in interface design. Often, his way of describing
what a card will to is to produce a mockup. This works very well for us;
it seems like a natural extension of the XP division of labor, where the
customer decides the what and the developers decide the how.
Over time, we've come to learn more about good UI and a great deal about
our UI designer's specific preferences. This knowledge helps a lot when
working on the lower layers of the code, as we have a very good feel for
the things that should be exposed to higher layers.
