I do not think I am - I never said they did not pay - I said they do 
nopt contribute on a simmilar scale to boaters. I bet few fishermen 
pay BW between £150 and £250 per year. I suspect they pay their clubs 
about £50 per year who may pay BW the equivelent of (say) £20 per 
year per member. At least a BW rod license of about £100 per year 
would make the fishermes use of the canals appear more related to 
their usage.
