Because unless BW are transparent in their dealings with their 
customers they will further alianate the majority of those who try to 
follow the rules and also give grounds for people to believe the 
worst of any decision they take or statement they make.

At present I, and I get the impression a fair few others, have 
grounds to question BWs assertions that only 8% of boats are 
incorrectly licensed/permited. This impression is formed from simple 
observation.

The fact that BW have the powers to put stick "overstaying" notices 
on boats also means they have the powers to do the same for boats 
which are licensed/permited, but refuse to display.

I note the more frequent posters that indicate that they are 
considering declining to purchase licenses and permits because itb 
apperas that it is easy to avoid any penalty for so doing. BW should 
be worried about this attitude developing.
