And that is a problem BW can easily fix if they were not using it (in 
my opinion) to obscure their ineffectiveness in license & permit 
enforcement.

If the can print a great big G for gold on my licebse they can print 
a big I (for installment) on a paid monthly license.

They can also give their staff sticky "parking ticket" bags for 
affixing dated notices related to non-display of licene and/or permit 
to non-compliant boats.

However if they did this we could all see the true situation.
