But you are generalising again. You don't know that all the mouldering boats 
are unlicenced, uninsured or even owned by freeloaders. They could be someones 
pride & joy or even a restoration project. Some call cont. cruisers freeloaders 
because they don't pay council tax. I remember that argument well.
If mouldering boats disappear,which are the next lot to go?
