I'm not sure that's relevant. A boat that has a fixed marine VHF
transmitter has to have a Radio Licence.
That licence will also list what portable radios can be used, frequency
and power.
The station (boat) will also be allocated a call sign.
This is just to have the radio, not to use it. for that you need a
licensed radio operator in charge.
I do not know what the position is if there is no fixed radio but I would
suspect that a licence is still required which at the moment costs money
and has to be renewed every year.
