I doubt whether there's any secret.  It's probably simply that the plans are 
still being made.  As one who in the past has organised campaign cruises 
from Limehouse to Parliament, I know that it's not something you can throw 
together in a few days.  Just choosing a date is far from simple.  There's 
little point in staging a protest to Parliament when Parliament's not in 
session.  Then you need to find a date when the tide isn't too big, and is 
timed so that you can arrive at Parliament at a time of day when MPs are 
likely to be able to come out and meet you (so not at the time of PMQs or 
the sort of time when a major debate might be scheduled).  Then you need to 
find a venue where a delegation from the cruise can meet a delegation from 
Parliament and the Press.
