Yes, the latter. Especially galling as I'd commented earlier in the 
meeting that our local moorers' car park was being well used (after 
moaning from the parish council about boaters taking up the non-BW car 
park) and that the surface, which I'd expected to turn into a quagmire, 
was holding up well.
