Er, not quite.
Take a look at (e.g.) the formerly-navigable rivers Ivel and (above
Brandon) Little Ouse. Or the Wye, for a bigger one. Once the weirs
give up, the depths drop to something too shallow even for my folding
dinghy in places. Not dry perhaps, but near enough to it not to
matter as far as boating (except by kayaks) is concerned.
All navigations need continual maintenance IMHO.
