Many of the arguments for e.g. the Bedford-Milton Keynes link are 
related to property betterment so it seems logical for some transfer 
from property taxation - but I guess this would only bring in 
substantial amounts in areas such as Birmingham and Banbury where there 
has been substantial redevelopment, and there would have to be 
allowances for much the local authority had spent on upgrading the 
towpaths etc.
