I understand that the Road Research Lab identified the busiest roads in the  
London area as between 12 and 2 on a Sunday just inside the eastern edge of 
the  M25. This is when the morning shoppers in Dagenham (market), Lakeside and  
Bluewater <insert your own epithet> go home for lunch and the afternoon  
shoppers start out after their lunch.
 
So no congestion charge there then.
