The Treasury has said it is going to consult extensively with boaters
and the industry about transition arrangements.  I would expect the
questions you raise will come up during that process.  

The problem is much worse in France, where most of the waterway-side
refuellers stock only red, which they sell to the commercial craft. As
a result, it can be very hard to find white for a pleasure craft there
(VNF at Conde kindly brought me 50 litres in cans from a local service
station in its own truck when I seemed likely to run out!). However,
there just isn't the commercial boat traffic in UK, so there seems
little reason for suppliers not to switch to white.
