You have to get inside the bureaucratic mind Sue to understand what will happen in practice - all diesel sold will be white (i.e. fully taxed), and you'll have to apportion your own use between propulsion and heating/electricity generation and proactively claim a rebate on the allowable portion. Hire operators will simply claim a rebate on the lot as commercial operators. You and I will have to agree some notional apportionment in advance (or be told what is "acceptable").
