I don't think there's any actual rule. And there doesn't even seem to be 
consistent use of one term or the other for particular cases. I've almost 
always heard the various offshoots of the GU built by the Grand Junction 
Company referred to as 'arm' but in his history of the Grand Junction, Alan 
Faulkner refers to them all as 'branches'.

One possible distinction might have been that a branch is something 
specifically authorised (eg by Act), whereas an arm was built either privately 
or by the company under general powers eg to make collateral cuts of up to a 
certain length as and when they wanted. I've a vague idea that on some 
waterways some such terminology may have been used.
