I just finished re-reading "Voyage Into England" (published in the
1960s).  Interviews in it with working boaters say that their expected
time then to pass a lock was about three minutes.  

It seems now that the average expected time is about 20 minutes.  

If you slow a machine down by a factor of nearly seven, and increase
the demand for its use, no surprise if you get queues eh?
