Wouldn't work.  The extra time most steerers now require to manoeuvre
two narrow boats into a broad lock is, by observtion, far more than
any alleged saving.  Of course, there is probably no saving if your
statistic is "minutes/m2 of floorspace.

However, it might work if you insisted that the combined length of any
two narrow boats be shorter than 22 m, then any two could fit into one
narrow lock.
