Yes, Iain, you're correct.  However, most modern VHF sets will have the
capability of monitoring the calling channel even when using another channel
for reporting to the local Vessel Traffic Management System.  It's usually
called the 'Priority Channel Watch', or something similar.

One can never fathom [pun intended] the logic of governments, especially
when tow or more of them agree on something!
