However, it may mean that the presence of the university in the town
leads to certain loads on the infrastructure and social structure that
the Council has to carry.  

Some of these loads are general, and so probably can be funded only by
a general levy (e.g. Council tax).  But others may be amenable to user
charging, and perhaps the Oxford Council(s) have not been as forward
in doing that as they might.  But I don't know.

However, what this really means is that the university is putting a
load on the community, and therefore should pay it.  Isn't that the
opposite of what was originally being suggested, i.e. that the
community should pay the waterways because it is benefiting from them?
Careful!  It may turn out to be the other way around.
