That's a different question and needs a different remedy. In my opinion BW should know all the boats on their water and who is responsible for them, they should know who has and hasn't paid whatever is due, they should take a hard line on the evaders. If peer pressure is the driver how come it's not working in Julian's area ? The main deterrent is (would be) the likelihood of detection and of punishment. Beeky
