There's some truth on both sides, seems to me. The real problem for BW 
is that non-possession/display isn't a criminal offence in the way that 
applies to VEDs. That means that they have to rely on their own 
enforcement officers, rather than PC Plod, and the consequences are 
much less severe. Think of the impact if not having a licence meant you 
were in front of the magistrate within a few weeks, and then the proud 
owner of a criminal record, rather than waiting for the County Court to 
grind round to dealing with you.

and yet the purpose is the same - to demonstrate that you have paid 
your share, comply with the safety legislation and are insured.
