Perhaps the biggest danger is of adventurous boaters alighting at one of 
the cross-adits and going through to explore the disused railway tunnels 
and finding the live railway tunnel.

The choice of the word "pilot" is an interesting one and appears to 
include this possibility. However, I think the Standedge team refers to 
their boat operators as pilots. We shall have to wait and see how these 
proposals firm up.
