If BW are having these problems it is no wonder ordinary boaters 
(well me) are very sceptical over just how much effort BW are putting 
into the enforcement effect it is having.

It is a clear as day that a number of boaters have no intention of 
licensing their boats, paying their mooring permit (if applicable) 
and displaying the said items. If anyone doubts this take a look 
along the South Oxford & K&A.

If all these officers and wardens are not figments of a PR mans 
imagination equip them with some sticky see through bags and "foil 
anti forgery" printed headed notices. Simply stick a notice on 
windows on both sides of the boat showing the current "state of play".

If the boaters do not like it they only have themselves to blame - 
they are the ones breaking the regulations, and those with a genuine 
reason for not displaying should be happy another problem has been 
solved for them.


I also note the increase in offside on-line moorings, some with 
extensive dredging, earthworks and gardens (South Oxford). How does 
this sit with BWs statements about reducing them - have the 
moorers/land owners actually got BW permission or have they just done 
it and are relying upon the "its my home" defence allow them to 
continue to ignore BW regs?
