It seems to me the problem is that BW handles these matters on a civil
law basis, as a landowner enforcing regs for use of their property,
rather than having powers under criminal law as a local authority does
for parking regs. This means that rapid action can be taken - pay up or
find yourself in front of a magistrate.
Try leaving your car out on the street without a tax disk or with the
number plate missing and see what happens. You don't hear LAs saying
that they can't afford enforcement costs!
