It's the admin cost of maintaining control over proliferation, isn't
it? You need to licence each location, which involves, AIUI, a visit
from a BW guy, and then you have to issue the licence.
Not a huge sum per mooring, I agree - that's part of my point that
the rest of the charge is a contribution towards maintenance, and
should be collected through the licence, not the mooring fee.
