What is the point? 

When a member of my boat's crew got a bruised arm from louts swimming 
in Fobney Lock I reported it. All I got was a typical BW speak "we are 
sorry and we know about it but we are not going to do any thing about 
it" reply.

When the boat was cast adrift just above Blake's weir and I reported it 
to the police I was told no crime had been committed and a refusal to 
provide a crime number. In fairness I did get one when I demanded to 
speak to their specialist in marine law.

The authorities know well enough that the path there is not suitable 
for pedestrians and high speed cyclists, let alone cyclists and babies 
in buggies etc. 

There are an awful lot of issues regarding the way people treat the 
waterways that will not be effectively tackled until BW get more, and 
far easier to implement powers of impoundment (as with cars). They also 
need a lot more support from the police and their systems.
