Ah if it was so simple. I have tried all the "official" methods of 
sorting out problems and all the individual gets is the usual fob off 
letter. (read that any way you choose!)

I even got the ASA to admit a marine advertiser was not being 
truthful but they refused to act because "the public were unlikely to 
be mislead". Too right they were not, it was only boaters who were 
being mislead.

It will only work if the people "in charge" were in some way 
accountable and they are not. Yes I got as number from the police, 
but I doubt it ever got recorded. Likewise I doubt BW recorded my 
complaint because Fobney lock is a well known problem in the summer 
and when the inevitable happens and a kid gets seriously injured or 
drowned or a boater gets knifed I have no confidence it won't be the 
boater who is blamed. I have a sneaky feeling the locking of the K&A 
locks was abandoned when BW realised that to man Fobney would make 
them face the problems rather than wring their hands and ignore them.

We know there are problems but it will cost too much cash and/or time 
& effort to deal with it so let the individual paying users put up 
with it seems to be the universal attitude. Just look at all the 
paddles with long term yellow tape and notices tied to them!
