It's quite likely to be a firewall or anti-virus program which is running a
'mail safe' program set to prevent downloading attachments which *might
possibly* contain a virus.

There is a setting in Internet Explorer's 'Tools' / 'Internet Options' which
does exactly the same thing.

Certainly *something* an IT expert should know all about :-(
