These are exactly my thoughts. All BW see with the flood of people buying cheap boats* to become "Continuous Moorers" is an increased income stream from licencing. If they get more income from playing the "Continuous Cruiser" card or from liveabord moorings in their BWML, it is a bonus (probably for SS!). BTW, is SS a director of BWML???...I have lost track...
