These are exactly my thoughts.

All BW see with the flood of people buying cheap boats* to become 
"Continuous Moorers" is an increased income stream from licencing. If they 
get more income from playing the "Continuous Cruiser" card or from liveabord 
moorings in their BWML, it is a bonus (probably for SS!).
 BTW, is SS a director of BWML???...I have lost track...

I think we can safely assume that BW have been told to get what income they 
can from what ever means.

Just monitor Boats and Outboards or Apollo Duck, the only boats shifting are 
those to be used as liveabords.
