Then clearly there should be a hefty fine for non-displaying.
Certainly hefty enough to pay you for following up the reports.

However, unfortunately, there seems to be no-one like you chasing
overstayers.  This is another area where a rule change seems merited.
Like a fine on being caught equivalent to 3 months mooring charges,
perhaps?  No need to take them to court -- just tack it on to the fee
for next year's licence.  Six months if they take it to court and
lose.  

If you send the troops out without ammo, no wonder they get a bit
depressed.
