Help me out here everyone. This is a genuinely funny comment. I agree with
the sentiments of it. But is this anti authoritarian aventure into
liberalism written by the same Adrian who wrote in another posting:

'This is another area where a rule change seems merited.
Like a fine on being caught equivalent to 3 months mooring charges,
perhaps?  No need to take them to court -- just tack it on to the fee
for next year's licence.  Six months if they take it to court and
lose.'

Either I've misunderstood who's written what or he's more of a mess in his
thinking than I thought he was.
