The question is, "Of all those who have licensed a boat to be kept on
BW waters, how many have not declared a home mooring and are
therefore deemed to be continuous cruisers, as set out in Schedule 2
to the BW Licence Terms and Conditions."
Come to think of it, I'm not sure it needs an FOI request, didn't BW
give an estimate in a recent press release?
