A few ideas (some of which I use)...
1.  If it's a simple site, you *can* use MS Word and save as HTML, but it 
does put a fair bit of extra code in the page, which on a large page may 
take a while to load.
2.  Filezilla is a good, and free FTP program (to upload your site) 
http://www.sourceforge.net/projects/filezilla.  It's as good as one I bought 
years ago - I could have saved some money.
3.  Compila for hosting (I can't find cheaper in UK).  The "Bargain" Linux 
package for £19 per year (you might have to buy in 2 year lots now), also 
includes free (UK) domain registration and renewal (£7 extra for a US one - 
i.e a dotcom or dotorg, etc.).  If I could asked, I could put up a link on 
my site and get 10% when you sign up but I CBA...  You get 500MB web space, 
unlimited e-mail accounts, no bandwidth restrictions.  Both my domains 
(ronjones.org.uk, and crhf.org.uk) are on this host.

package.  There is a dearer package with a "web site builder" - no idea how 
good it is.
4. If you want *large* files on your site, then you have to go over the 
pond. http://www.ixwebhosting.com/index.php/v2/pages.planExpert - Unlimited 
web space, unlimited bandwidth, I free US domain.
5.  I (now) use Dreamweaver 8 to write my pages.  As most are quite similar, 
I have made myself a template, and just need to insert the different data - 
of course you don't need an FTP program with Dreamweaver as it does it for 
you :-)
