Far and away the simplest solution would be a blog, with several
users authorised to create posts. It would also mean that anyone
could comment on issues raised. If you want a unique URL, register
one on one of the generic registrars sites, and point it at the real
blog address.
WordPress seems to be the most recommended version these days.
