What, like the mythical TV detector vans?

In the case of trolley wheel locks, I can vouch for the fact that in the case 
of the supermarket just above the bottom lock of the Aylesbury Arm, the trolley 
wheels lock up about 20 yards short of the canal, and still a few yards within 
supermarket property. I didn't notice any warning signs - it just happened.
