Sadly though us London counciltaxpayers have had to shell out dearly for the
upkeep of the towpath, and cyclists therefore have as much right to be on
them as you do. But equally sadly, so many of them abuse the right. And
despite rumble strips, a heavy police presence and even a strategy of giving
away bells on the towpath, nothing seems capable of controlling them. It is
only a matter of time before there is a serious accident, though I doubt
this will make any difference to policy. Cyclists die every day on London's
roads. The death of a pedestrian/boater will still be seen as good value for
the cyclists whose lives are saved by having the towpath open.

My advice to anyone visiting London by canal is just to be cautious. London
is London whether it's the roads, the canals or the towpath. They do things
differently. And they live there. You're just visiting.
