Surely the best way to slow cyclists down is to NOT have a fixed rule so 
that they have to watch the person in front of them and react 
accordingly. Otherwise they will fly by at high speed expecting you to 
jump over to the hedge/water side.

Its the same principle as removing street furniture to slow down the 
traffic.

BW have the 'two tings' initiative

says that cyclists should ring their bell twice, slow down and 'be nice'.
How many cyclists know (or care about it?  ;-)
