Officially, it's your prediction for the fuel you've just put in. The  
declaration says "x% will be used for marine propulsion". In practice  
I use the figures for the tank just gone, modified a bit if I know  
we'll have a different cruising pattern over the next few weeks. (We  
buy diesel about once every three weeks ;-{ ).

I suspect you were being ironic, but we do keep records, using  
Sheila's cunning spreadsheet (downloadable from www.nbsanity.me.uk),  
as our declarations are usually either 20 or 30% so we need to be able  
to justify that if challenged.
