Hi Lee - if you add a CONTRIBUTING file to the root of your repo, a message 
will appear atop the "new issue" form suggesting they read the contributing 
guidelines. Here's the 
documentation: https://github.com/blog/1184-contributing-guidelines  I hope 
this helps a bit.
