Sorry, I have no experience doing that, so I have no recommendation.

You could probably convert your new-style AFNI palette to old-style by 
hand.  See this page:

You need to add "colorname =" to each of your color lines.  Then you 
need to specify the bins with the color names, as shown in the above web 
page.  It's doable with a text editor, although I did not say it would 
be fun.

Borders?  No.  Paint regions, yes.  If you can paint the region enclosed 
by a closed border, then you can project the paint swath to volume-land 
using Attributes: Paint: Convert Paint column to paint volume, and then 
use File: Save Data File to write the resulting paint volume.
