[casper] CASPER ISE 14.5 tool chain configuration problem

Hi guys,

I encountered some problems while updating our development tool chain to 
14.5.

1. I couldn't use FFT blocks, it would give out lots of errors like 
"Initialization commands cannot be evaluated".

2. The simulink displayed "No blocks" instead of the "CASPER DSP 
blockset" blocks.

I searched in the mailing list and found one useful post

from Mark Wagner. Finally I solved these two problems by giving all 
users the write privilege on the CASPER library directories.

Just post in the mailing list in case of someone running into the same
