That git address points to a "superproject" which has submodules pointing to all the other projects, but not all projects have been completely migrated yet, so the superproject isn't "operational" yet. Please don't use the projects marked as "Do not fork!" until we finish the migration. I don't know what TortoiseGit's sync does... it's certainly not a builtin git command.
