I have the same set-up and same problem with my '89. Thanks for asking the
question, and I'll look forward to learning an answer.

My 1985 C-27's, with factory Edson wheel steering, Universal diesel
throttle does not have enough tension to maintain RPM. Presently, it
always drops to about 1200 RPM unless I hold the throttle.
I looked in the Edson manual which suggested that there is a tension
adjustment for the throttle. I inspected the innards of the Edson dual
control assembly this afternoon and found NO tension adjustment. There
is a self tapping screw holding the nylon bushing in place but no
tension adjustment.
Has anyone else had this problem and have a fix?
