Hey Terry, Are you trying to form peers with a loopback interface? If so, thats why your ebgp multi-hop command is fixing the issue as a loop-back is considered a second hop. And with your /32, OSPF considers this a loopback network type and when you change it to point-to-point (I am just trying to remember) it starts working.
Also, when you are having issue's like you are having, fire up the debug on the router... That will usually get you headed in the right direction on what to search for on google!
