You are right.
I had mincir, cir and so on configured, but the frame-relay
traffic-shaping command forgotten, so that the policy-map could not work.

I think shaping should be in place in very case, only lfi or
fragmentation is only needed, when used by low speed links.
as far as i know, the LLQ policy map will not work without shaping
applied.
