I think your cheapest option would be a 2811.  You may have to drop back to
an earlier version of CME.  But that's what I use in my little personal lab
with a 7925 and a real basic wired phone.

If you go with the 2900 series, then you need to buy a voice license.  The
2800 series doesn't require that.
