If it were felt that a system tray was needed I would like it to feel like part 
of CDE, maybe having the tray pop up as a sub-panel of e.g. the clock?

However I agree with Martin and Christopher in that I don't think a system tray 
is needed for CDE. There are third party tools that can provide this 
functionality if needed. Stalonetray has worked well for me.
