Get 700MB media.

That may actually be a hardware error of some kind, or hardware
rejecting you trying to write 680MB on 650MB media.

If you read 680MB off it, (a) no matter what it's marked it's longer
than 74 min, or (b) your ripping program is adding many MB of noise. I
think that's unlikely, but you might try cdparanoia and see if the rip
is a better size.

If this was me, I would go get a 700MB CD-R and retry the recording.
If it works you have a solution. It may be that the original is
mismarked, or that someone has a writer which can do tricks. How much
effort do you want to put into finding the problem, vs. how much into
solving it?
