It is a database of open relays called the "Relay Block List".
Systems which leave their mail relays open to anyone, allow
spammers an easy way to send spam.  A lot of mail system
administrators in an effort to weed out spam, are now enabling
the RBL features of sendmail.  If someone sends email, and their
SMTP server is in RBL, their mail will be denied.  Alan Cox for
example uses RBL as well as the DUL (Dialup User List - a list of
all IP's of ISP modembanks) for spam filtering.

The solution is to use a different SMTP relay instead of the one
you're using now, or complain to your ISP that their machines are
listed in RBL and they need to fix them (they would have been
warned in email from the ORBS people already).  Alternatively
switch to a different SMTP relay that isn't wide open.

I had this problem before with my ISP's SMTP.  My solution was to
switch ISP's, which then also ended up in RBL.  Frustrating, but
I believe RBL is doing the right thing.  I started using
opensourceadvocate.org as my SMTP after that, and things went
much better.

No.  It means that his ISP (prodigy) is not friends with your
SMTP server.  ;o)
